Dear compatriots!
The world¡¯s interest in us is as great as the interest of our fellow countrymen who lost hopes in poverty. Recent international situations have shown that the Berlin issue has been largely quiet, despite the fact that an aggressive facism military has been waiting for the outbreak of war. The Palestinian issue remains unchallenged due to the contradictions of the U.S., U.K., and the Soviet centered on oil fields. In Asia, the Asian conference was held to restrain the Dutch war of aggression against Indonesia, and in China, the Chinese people are hoping for peace unconditionally, even though the Chinese army is rushing towards Nanjing in full force. However, this does not mean that all of the Chinese people welcome communists, but it proves that they can only survive in peace. At the time of the U.S. presidential election, it was assumed that the Republicans would win the presidency, who many believed would take a hard stand and risk a war, but in fact, President Truman was re-elected and Mr. Atchison was recently appointed Secretary of State. This proves that the American people are as much in love with peace as the people of any other country. As such, we can find one thing in common, and that is the desire for peace. Next, what about the international issues that are so relevant to our current situation? In November of last year, the UN General Assembly passed a resolution to achieve the unified independence of Korea. We were indeed thrilled and welcomed and supported this. However, in January of last year, the UN Temporary Commission on Korea that was going to visit North Korea to implement this objective found that the Soviet Union refused to admit North Korea, so the General Assembly again resolved to hold so-called "possible local elections". This is not to say that we do not condemn the refusal of the Soviet Union to enter North Korea, but as the highest authority of the UN representing 56 countries, we even more condemned it for not being able to deal with the Soviet Union. The UN's inability to resolve the Berlin issue, the Israeli issue, and the Indonesian issue can be seen as a relationship that has lost authority in Korea. However, in the case of Korea, the UN legitimized the consequences of the "possible local elections" in order to preserve its prestige, even though it had lost much of its authority. This is why we opposed the May 10 election. What has the election brought to us up to these days? As soon as the government was established in the South, the North, which had been waiting for an excuse, hastily created a government. However, this session of the United Nations General Assembly in Paris has decided to support Korea's independence, dispatch a New Korea Commission to monitor the withdrawal of U.S. and Soviet troops, and continue to strive for the reunification of the two Koreas, and we would like to express our sincere gratitude and wish to make joint efforts. Having failed once, they will come with various cards to bet, but we have some issues to be concerned since we have already experience with them, so we are going to go over some questions as raised. The first is the issue of monitoring the withdrawal of U.S. and Soviet troops, but the Soviet statement said that the withdrawal was already completed in North Korea, so if it is true, there is nothing for the UN commissioners to monitor. Since it is said that thirty thousand troops will be stationed in South Korea and the United Nations has approved it, it seems vague how and when the UN commissioners will complete the monitoring of the withdrawal. Secondly, there is the issue of North and South Korean reunification, which is unlikely to happen unless the U.S. and the Soviet Union troops completely withdraw from Korea. Also, if North Korea refuses to allow the UN commissioners to enter the country as before, the reunification process will not be able to proceed. Common sense dictates that the reunification process would not be able to proceed if North Korea refused the UN commissioners to enter the country. Common sense would also dictate that the UN commissioner would first ask the Soviet Union to allow them to enter North Korea, and the Soviet Union would then ask them to negotiate directly with the North Korean authorities, citing the withdrawal of their troops. This would make it difficult for the UN commissioners to carry out the reunification of the two Koreas. In short, the reason for not withdrawing the U.S. troops is that the People's Army would be able to march to south as soon as the U.S. troops withdrew, and would then be able to communize all of Korea. However, the counter-explanation is that the South Korean National Defense Forces must have superiority over the People's Army so that the U.S. military can withdraw with confidence, if so, we cannot help but be concerned about what the Soviet Union will do in this case. The way to quickly withdraw the two armies is to show the determination and readiness of the National Defense Forces and the People's Army to unite with each other, without encouraging hostility even with the U.S. and Soviet armies on their backs. Only in this way will the reunification of the two Koreas be facilitated by the efforts of the UN member states. Therefore, no matter how much international assistance there is, the Korean problem cannot be solved unless it is done by Korean people. What 30 million people long for today is the completion of the unified independence of our nation by peaceful democratic means, without foreign interference, and without bloodshed. Not only is today's world oriented toward peace, but whoever strives for the reunification of the two Koreas has no choice but to take the path of peaceful inter-Korean conferences. Some people seem to call comrades who advocate inter-Korean conferences as inter-Korean negotiators and regard them as sinners. I should point out that I they never wanted to be a South-North negotiator themselves. It is as if the same people who regarded us as unpatriotic people for insisting on the withdrawal of the two armies followed us in calling for the international withdrawal of the two armies. It's no wonder that some people hate inter-Korean negotiators so much. I can't blame them for being discouraged because the North Korean communists destroyed the firm pledges made in the first round inter-Korean conference. I hope and believe that there will be another round of inter-Korean conference for the reunification of our country in Seoul soon. Some cynically say that this is one good theory that cannot be practical, but there can be no practice without a good theory. We all know how many great revolutionaries, scholars, and inventors have succeeded because of this. Dear compatriots. Our path has been correct. This is the only way forward. I hope that in this session we will review our immediate policies and resolve to continue implementing them, while discussing issues such as the reaffirmation of the sovereign, democratic and unified independence stand, public enlightenment through the South and the North, the unity of the weaker nations, the promotion of international goodwill, and the relief of fallen comrades in disaster or duty. |
