1948. 4. 1. Statement to participate in the Pyongyang Conference by two Kims.
Some days ago, North Korea announced in a radio broadcast that the inter-Korean political consultative conference would be held in Pyongyang on April 14, and named several political parties from the South and several from the North, but asked that any other groups or individuals in favor of the conference contact them within March.

At that time, however, there was no news of the receipt of the letter sent to North Korea in our names on February 16, nor was it mentioned in the Pyongyang radio broadcast, so we had no way to announce anything, not knowing for sure whether the inter-Korean political conference were being convened with any intention. Only now did we receive a reply from North Korea, and at the same time, I don¡¯t know if it was a preliminary meeting or not, but it seems that in addition to the two of us, 13 people(including the left and right) were notified separately.

After receiving the response from Kim Il Sung and Kim Doobong, our opinions are as follows:

1. Considering the fact that the first meeting was to be held in Pyongyang, and that they didn¡¯t mention any offers from us in the South during the radio broadcast, there is some doubt that this first round of talks will probably be an invitation to a pre-prepared feast by the North. But as we have demanded inter-Korean conference earlier, we will nonetheless participate in the conference.

2. We first need to know the cross-border procedures, the programs planned regarding it, the safety measures of the representatives of both sides, and opinions of whether or not the North has a strong will to make the conference successful by holding consecutive meetings even up to the tenth round or so if the first round fails

3. In addition to the 13 people named by North Korea, there are many other parties and individuals that have been left out, so we would like to request an increase in the number of participants.

4. Therefore, we think that we should first meet quickly with a group of South Koreans nominated by the North, or with political parties and individuals who are in favor of the conference, have a discussion together, and then select a group of liaisons, some of whom will be in contact with the South authorities about the 3 people from the North visiting South Korea.

Some liaisons will go to North Korea and deliver the message. For now, these are just the opinions of the two of us.
