The Soviet Union's attitude toward the Korean agenda of the present session of the United Nations can only be characterized as a disregard for democracy. Without rectifying its attitude to the Korean issue in this session, if the UN holds a separate general election only in the South of Korea, despite a violation of the resolution about Korea of the United Nations, it is tantamount to a global declaration of a bankruptcy over democracy. The overwhelming majority of people, both at home and abroad, who had high hopes for the United Nations in advocating justice and peace, will be sorely disappointed. I fear that the world will be plunged back into chaos. But the wheels of history roll forward and humanity progresses. Therefore, the final victory lies in justice alone. I oppose a separate general election that divides Korea in either the South or the People¡¯s Republic of the North. I will continue to struggle only to realize the reunification and complete sovereignty and independence of our country with the overwhelming majority of patriotic compatriots, holding the flag of justice.
