1948. 7. 19. Joint statement by two Kims on the so-called second inter-Korean Conference
Without reunification , there is no independence, and without independence, it is inevitable that we will perish. We supported the UN resolution on the Korean issue last December because it was based on the premise of the unified independence of our country, not because we were satisfied with its contents. But the amendment decided by the Interim Committee of the UN General Assembly on February 26, this year, because of the Soviet Union's refusal to enter North Korea, is a resolution that implies the division of our country, which strongly encouraged manipulation of the Soviet Union and harmed us, the weaker ones.

At this time, what is the path of a true patriot? There is nothing but to struggle for justice with the unity of the whole nation. Therefore, we promoted the South-North conference, and as a result, we firmly promised to establish a unified Provisional Government of self-determination and democracy by convening the National Political Consultative Conference at the initiative of the political parties and social organizations that participated in the conference after the withdrawal of the U.S. and Soviet troops.

This shone a bright light on the future path of our nation. However, according to recent newspaper reports, the so-called second round of inter-Korean conference was held in Pyongyang. We can¡¯t help but feel weird. Not only was the meeting unilateral and so quiet, but the number of participating organizations was small compared to the 41 political parties and social organizations that participated in the first round of conference on behalf of the South. Nevertheless, claiming that this was a reunification by the people¡¯s will, they unilaterally declared the People¡¯s Republic with a constitution and changed the flag through the People¡¯s Assembly. Of course, there are differences in time, region, and methods, but the intention of establishing a country on a bisected land is common.

From this, the North and South will competitively divide the country and go down the path of a fratricidal war. Therefore, we respectfully state to the world that we will strive to the end to further defend the mission of establishing a democratic and autonomous unified country with true patriotic compatriots.

Finally, my hope for North Korea is that they will correct their mistakes, if they still have an open mind, to implement what was set forth in the April 30 joint statement issued as a result of the inter-Korean conference. I also request that Dr. Hong Myeonghee return to Seoul as soon as possible to update us on the recent developments in North Korea. Dear compatriots! I urge you to struggle together as a national unity, through tribulation, life and death, until the complete sovereignty and unified independence of the nation is achieved.
