| We were discussing how to hold a free election. I argued that free elections could not be held while the U.S. and Soviet troops were stationed, no matter what guarantees were given, so the only way to have free elections was for the U.S. and Soviet troops to withdraw as soon as possible, and for political leaders in the North and South to meet and devise measures for the elections.
