At a time when high hopes of our entire people are soaring as the UN Commission has come into Korea with the mission to carry out a resolution made by the General Assembly for the establishment of all Korean¡¯s unified government by a general election in both sides of Korea, if the Soviet Union¡¯s refusal for the Commission to cross over the 38th parallel is true, we are obliged to express profound concern about it in relation to the authority of the United Nations and the responsibility of the great powers having led liberation and independence of oppressed and weak nations and safeguarded the world peace. We¡¯d like to strongly urge the Commission to break through this stalled situation and also take relevant actions to accomplish its mission.
