Dear Delegates!

At a time when the dark clouds of the world are getting darker day by day, and the fate of our country is like a candle in the wind, the gathering of you patriots is indeed one of the great facts. If this fact, which you are creating, can be realized with a good grasp of conscience and justice, so that there will be no shame to see god in heaven and no sin to face a man on earth, there will be great blessings for our descendants, and great contributions to world peace.

In retrospect, because the birth of this conference was not long ago, and also our efforts were insufficient, our achievements were not only expressed in merit, but also in unintentional faults. For our mistakes, we will certainly reflect on them, and take remedial actions soon. For our merits, we will increase our courage and strive harder in the future and for our victories in anti-trusteeship, it was not only for the survival of the Koreans, but also for the establishment of world peace. They were indeed honorable facts..

Dear Delegates!

In the past, the U.S.-Soviet Joint Commission frequently told us of the establishment of a unified government, but then tried to wrap it up and give us a four-nation trusteeship that contradicted it, like saying we'll give you the medicine, but you have to get sick first.

The Koreans are not so stupid, however, and whether it is because of special deliberation or because of the excellence of their means and techniques, the United Nations Commission on Korea is deceiving us and not letting us realize it soon enough. But this could never be the intention of the UN General Assembly. We believe that the strong opposition of the representatives of Canada and Australia to the resolution, and the abstention of the representatives of France and Syria, reflect the spirit of the General Assembly in its struggle for justice and peace, and we can therefore be confident that there will be a just settlement of the Korean question when the General Assembly meets in Paris in September. But what did Mr. Menon tell us? What did Mr. Liu Yuan tell us? Everything they said was what the UN General Assembly promised us. In other words, they promised us a sovereign government without trusteeship, without interference in our internal affairs, without division, and with self-government. However, the four representatives of China, India, Philippines, and El Salvador, who were supposed to have special sympathy for us because they experience suffering we had suffered from foreign aggression and pressure in the past and present, adopted the so-called resolution of the UN sub-General Assembly with a vote of 4-2, despite the legitimate opposition of the four representatives of Canada, Australia, France, and Syria. If you look at the contents of the adopted resolution, it is nothing more than a resolution firstly to implement a one-state trusteeship under the joint cooperation of the United Nations, secondly to internationally legitimize the 38th parallel drawn by the United States and Soviet Union, and thirdly to force us to have a war within the nation, not a reunification. None of these is in accordance with the spirit of the United Nations General Assembly. They call a half-election as a general election and a half-government as a central government in order to cover their tricks. But we are not fooled into doing something we will regret. This can be proved by looking back at the pattern of the U.S.-Soviet Joint Commission when opened in the past. At that time, it was almost the public opinion of the entire South that it should be consulted, but just as that public opinion has completely changed soon, so too is the chorus of voices against the decision of the UN Temporary Korean Commission rising day by day. For the same reason that a true patriot would oppose the establishment of a people's republic in the North, which would divide our country, we cannot favor a half government in the South. I hope you will consider this matter carefully.

Dear compatriots!

In the face of the national crisis, it is natural for me to come before you, who have assembled here for the purpose of revitalizing the national spirit, recognizing our right path, and strengthening and expanding the national movement, to appeal to you for a heartfelt deliberation, and to receive wise guidance. At this time, however, I have not been able to tread the path taught to us by past patriots and have not dared to address you in a life-extending manner, and, moreover, in recent days, I have been so devastated by the slander and calumny of unscrupulous people, causing the society unstable, that I am still in seclusion and seek only self-reflection. Therefore, I am sending this letter, hoping that it will be widely understood, and finally, I wish you all the best for the reunification of the country and the perfection of the nation.
