1947. 5. 22. Pending participation in the ¡¸Joint Committee¡¹
We hope that the U.S.-Soviet Union Joint Committee will quickly succeed in its mission of removing the 38th parallel and establishing an independent Korean government. The Joint Committee will leave it up to individuals and organizations to decide whether to invite Korean leaders to participate in the discussions. We are unable in good conscience to participate in the committee until the following two conditions for the fulfillment of the Joint Committee's mandate are clarified.

1. Since the so-called trusteeship and independent government are contradictory to each other, the terms of the trusteeship should be deleted altogether, or else the trusteeship should be formally stated sufficiently to indicate that it is not as commonly interpreted, so that there is no contradiction with the establishment of an independent government.

2. As the United States and the Soviet Union aim to establish a democratic independent government in Korea, there is a double distinction in the word democracy: the democratic identity claimed by the Soviet Union is one, and the democratic identity practiced in the United States is another. We need to know which of these two is meant first, because if we establish a government by mixing these two identities, it will be difficult to avoid future government division and domestic chaos, and it will be contrary to the expectations of foreign countries.

We are requesting that these two conditions be clarified, so we are withholding our participation in the Joint Commission until these issues are fully addressed.
