1. Establishment of government
We demand for ourselves the immediate establishment of an independent government in our country with absolute sovereignty and unity of the North and South. However, as long as there are international sanctions against us, which we do not want, the legal removal of these sanctions is a prerequisite for the fulfillment of our demands. Therefore, we insist on raising the Korean issue to the United Nations to resolve it justly. But when the United Nations duly brought up and discussed the Korean issue, they met and agreed to cooperate in the establishment of a self-governing unified independent government in our country by general elections through the North and the South under the observation of the United Nations, without trusteeship and without interference in the internal affairs of the country. We do regret, therefore, that they have not yet sent a formal representative of Korea to the conference, but there is general support for the UN resolution. Some fear that the Soviet Union's boycott will prevent the resolution from being carried into effect, but the United Nations is not bound to change its prescribed course in order to preserve its authority, to build world peace, and to prevent the abuse of power in the future. The establishment of our unified government will then be no problem. If we are unfortunate enough to be prevented by Soviet interference from holding elections only in the North, we should still establish a government by general election, subject to the condition that North Korea be allowed to participate as soon as the interference is removed at a later date. It would appear to be a separate government of the South, but it would be a unified government from a legal perspective and in international law concerned, and not be a separate government of the South. As far as the effect of achieving our independence is concerned, it would be much better to be recognized as such a government. The government that Dr. Rhee Syngman advocates is only to put a weight on the second approach mentioned above but eventually it is the same as the government I advocate. However, it is a pity that people misunderstand it and call it a separate government. In any case, there is no reason for the UN to boycott Korea unless Korea itself boycotts the UN because the Soviet Union has boycotted Korean affairs. 2. Regarding national unity National Unity is necessary regardless of time and space. Therefore, there is no reason for us to give up the work of national unity just because we failed in the left-right collaboration. In this sense, it is natural and necessary for the 12 parties to resume the work at the initiative of the Korea Independence Party. However, whether it was due to lack of time, lack of technology, or lack of effort, a huge part of both the left and right sides did not actively participate, but rather looked the other way and even slandered. In such a case, it would be natural to suspend the reunification work for a while and appeal to the people, and to make more efforts to establish an amicable understanding among the parties. No matter how busy we are, we must not be hasty to reach, otherwise, it will do more harm than good. |
