1947. 11. 25. No separate elections in South Korea
1. The election of delegates to a separate election in the South alone would be ineffective without a resolution, and the result would be a national division. In addition, it would be a tragedy to divide our land into two if a UN-decided election is held in the South alone due to the Soviet Union's refusal.

2. Regarding the UN decision on the Korean Peninsula issue, we do not know the details due to the absence of our representative, but we will reserve our attitude until there is a concrete indication.

3. The councils of political parties see no need to organize a specific body until there is a consensus among political party groups.
