| Dear thirty million brothers and sisters!
On behalf of all the members of the Provisional Government, I would like to say a few words about our plans and efforts for the reunification of Korea. (…) If so, what is our policy insistence on the reunification ? 1. Immediately convene an emergency political conference. We announced our current policy in September last year. Our reunification plan was also outlined in this policy. The convening of this emergency political conference is a way of implementing point 6 of that policy, which is to convene a meeting of all classes, all revolutionary factions, all religious groups, all provincial representatives, and all prominent democratic figures at home and abroad to establish a domestic provisional government. This insistence is the same as the original Provisional Government’s and especially facing this turbulent situation, we are exerting our effort to urgently establish a robust domestic provisional government by our own hands. 2. Expand and strengthen the current Provisional Government. This proposal is based on paragraphs 6 and 9 of the current policy. destruction without construction can only lead the country spontaneously into chaos. Moreover, it would be a violation of the democratic spirit if we allow only a small part of the population to decide the fate of the entire nation. Even if it can be made like that, it is not possible to achieve our goal. Therefore, what we are going to say is that we decide the fate of the entire nation in a democratic way in the emergency political conference and at the same time, establish a transitional government by the will of the entire nation. However, before this transitional government is established, it will not be possible without a representative body of our people, that is, a governing body created by the hands of our people. In other words, until the (regular) transitional government is established, who will be in charge of the pre-transitional government? It is the Provisional Government. However, we do not want to continue to maintain the Provisional Government by ourselves. Therefore, it is not to say that we are going to operate the Provisional Government exclusively. What we are going to propose is to invite representatives from all fields of society in order to expand and strengthen the current the Provisional Government and go forward until a transitional government is established by the emergency political conference 3. Convene the National Congress. We will first convene an emergency political conference while expanding and strengthening the Provisional Government, and if a transitional government is established at the emergency political conference, the Provisional Government will be dissolved at that time. The transitional government will convene the national congress in an absolute democratic spirit to organize a formal government under a new charter based on the principles of an independent state, a democratic government and an egalitarian society. Dear 30 million brothers and sisters! These are our insistence and efforts for reunification as described above although simple. If there is any mistake in our insistence and efforts, please point it out to us so that we can correct it. On the other hand, if you recognize that there is no mistake, we earnestly hope that you will jointly struggle with us and encourage us to succeed. |
