1945. 11. 26. Interview with the Propaganda Department Chairman, Um Hangseop
Q : Have you had any talks with the major figures since your return?

A : We just paid a visit to Dr. Rhee at 10 a.m. this morning accompanied by General Hodge, General Arnold.

Q : Dr. Rhee has made many efforts to reunify the country, but he has not been able to achieve satisfactory results. Great expectations are now centered on President Kim Gu, and I understand that reunification must fully embrace the true cries and demands of the people. If he tries to reunify based only on the interests and views of narrow-minded partisans, the people will be disappointed again and national reunification will be stalled. What does the Provisional Government have in mind?

A : We have just returned home, so we don¡¯t know anything about the domestic situation. We will make policies based on the will of the 30 million people, and we will decide all issues based on public opinion and respecting it.

Q : Now that there is a People¡¯s Republic in the country, what is the Provisional Government¡¯s plan to deal with it?

A : The only thing we have heard from abroad is that there are many political parties and it is getting complicated, so we can say something in principle, but not in detail, as stated in the Platform issued on September 3.

Q: What is your relationship with the Independence League of Yenan?

A: We are in a cooperative relationship with the League. There will be no major confrontation because we have the same goal of making our country completely independent. I heard that the League will also be returning soon.

Q : What is your relationship with Dr. Rhee?

A : Dr. Rhee was an active representative of the Provisional Government in Washington.

Q : Since all of these people, including President Kim Gu, have returned to Korea as individuals, has the Provisional Government been dissolved?

A : Absolutely not. Since, of course, there is now a military government of the U.S. below the 38th parallel, so that could be seen like that, but it is different when we are dealing with the people. It depends on the 30 million people to decide whether they want us as their own government or not.

Q : Why was the repatriation delayed?

A : It was just the airplane. The other members will return as soon as the transportation issue is resolved.

Q : Is it true that the Provisional Government declared war on Japan and Germany?

A : It is true. Our government has already declared war on the enemy Japs since the March 1 Movement. This time, by the Pacific War, we again declared war on Japan and Germany on December 9, 1941.

Q : Was the Provisional Government recognized by the allies?

A : There was no formal recognition, but it gained de facto recognition and a lot of aids.

Q : National reunification should be a pure and true democratic reunification that excludes national traitors. A big problem has arisen with unconditional reunification. What do you think about this?

A : National traitors should not be included in the unified front.

Q : What do you think about the 38th parallel issue?

A : It is a national loss and a personal hardship. The allies did not come to invade our country, but to liberate it, so I think our demands will be resolved soon.

Q : It is said that the 'Provisional Government' includes nationalist and socialist factions regardless of colors.

A : It's true. There are also communists. For the sake of independence, they can cooperate with each other and unite.

Q : It seems that the relationship between Dr. Rhee Syngman and the people does not meet the public's expectations because of some people surrounding Dr. Rhee, and the communication between the people and Dr. Rhee is not smooth, so is the Provisional Government going to have sufficient cooperative contact with the public?

A : I don't know anything about Dr. Rhee Syngman's relationship with the people, but we respect public opinion to the fullest extent. We¡¯ve been out of the country for a long time, so we don't know much about the domestic situation, as I hope we will meet often, please convey the general public's opinion to us, and at the same time, we will move forward together with the people.

Q : Please clarify the relationship between the ¡®People's Republic¡¯ and the ¡®Provisional Government.¡¯

A : I had no idea, and I only learned the establishment of political parties and the People¡¯s Republic from the newspapers. Our main objective is national independence. We should be independent as one complete unified country, regardless of party or country name. This, too, will be determined by the dictates of general public opinion.
