In the past three years, the United States has not been as successful politically as they had hoped, other than the military occupation of South Korea. In other words, they did not adopt appropriate policies whereas the Korean people enthusiastically supported and welcomed American policies over those of other countries.

In this regard, the Soviet political gesture was a sense of seizing the initiative in Korean policy by identifying what the Korean people wanted. The Soviet Union was proactive against the pro-Japanese faction, which was hated by the Korean people, while the United States was not. The early U.S. policy toward Korea seemed to be indulgent to the communists. At times, it encouraged compromise with the communists, and at other times, it put liberals who acted in accordance with U.S. policy in a difficult position by accusing them of being left-wing sympathizers. This policy of the military authorities provided opportunities for the communist party to operate and allowed leftist members to infiltrate government offices.

What kind of South Koreans will the United States work with when a left-wing conspiracy occurs, if the U.S. is of groundless concerns to the targeted persons?

Korean patriots are eager to cooperate with the U.S. from the position of a Korean who can win the support of the Korean people.

On the issue of Soviet withdrawal, the U.S. would do well to make clear to the Koreans its firm policy of withdrawal and to study the technical problems of assisting and securing the withdrawal.

The withdrawal of the two armies with the cooperation of the U.S. and the Soviet Union in the United Nations will restore the natural state of Korea¡¯s land and people, which have been divided by foreign powers, to the status of a single nation, and patriotic democratic leaders who are willing to compromise with opponents for the sake of the reunification of the country will be able to carry out the historic task of establishing a unified government.

We need to have tangible and intangible practical capabilities that the communists cannot see, and we need to be patient, tolerant, courageous, and diligent in our search for reunification through political means and the democratic path.

This military riot is a national tragedy. The arming without clarifying the spirit of the founders is not a good policy, but a prerequisite for training in the idea of what to fight for and against.

I have expressed this to Lieutenant General Hodge. There is a rumor that the right wing was involved in this incident, but I am not sure what this means. In South Korea, left-wing and right-wing words are arbitrarily defined as the situation changes. I hope that the UN will develop into a stronger neutral organization and become a fair sanctioning body that can use its power to secure world peace. If the people of the United States and the people of the Soviet Union oppose war and strive for peace, the people of the world will be able to avoid the disaster of World War III.
