| Without reunification, there can be no independence, and without independence, we cannot survive. To win our independence, our only weapon is national unity. However, it is also true that international cooperation cannot be ignored at this time when our country is under divisive occupation by the U.S. and the Soviet Union. Therefore, we have made efforts for international cooperation and are determined to continue these efforts in the future. However, the lessons learned from past experiences have made us more acutely aware that international cooperation efforts can only be effective if there is strong national unity.
Our inter-Korean conference was also promoted from this point of view. It is true that it was difficult to believe at first that the difficult task of North-South conference under international constraints could achieve satisfactory results once and for all, but the fact that the work of building a peaceful, autonomous and nationally unified homeland with our own hands, without any foreign power, was the first step forward that gave us new hope to our future path. However, looking at the current situation of our country, it is a fact that while our reunification work is being carried out with the enthusiastic support of all patriotic compatriots, anti-reunification, that is, North-South division work is being carried out. Therefore, we are now faced with the time to carry out the new phase of the reunification work with firm determination and thoroughly recognize the impending new international opportunities to condemn the division of our country. But our work of reunification will succeed only through the efforts of the whole patriotic compatriots. Therefore, in order to win the independence of the nation, 30 million people must mobilize and unite to prevent sabotage of reunification internally and to raise justified public opinion externally. Therefore, we intend to strive for reunification and independence with our patriotic compatriots by the following policies. 1) Strengthen and expand organizations aiming at the reunification and independence movement. 2) Thoroughly make the general public understand the ideology and method of the reunification and independence movement through the above-mentioned organizations. 3) Reject barbaric destruction, terrorism, and cruelty, for the reconstruction of the homeland and the welfare of the people will succeed only in peaceful foundation. 4) Reflect our unified will in international public opinion by strengthening and expanding of our reunification movement.
