1948. 5. 16. Need for the engagement of the stakeholders
As for the U.S.-Soviet peace talks, we are very interested in the promotion of the U.S.-Soviet peace, which is still in the exploratory stage without any definite indication between the two governments, and we are eager that the success of the talks between the two countries will lay the foundation for world peace. However, it is counterproductive to create and maintain a pre-existing situation between the great powers against the will of the countries or peoples directly concerned, as was shown at the Moscow Trilateral Conference.

In the current round of U.S.-Soviet talks, if any agreement is reached without consulting the Korean people and that does not meet the conditions of full sovereignty and democratic unified independence that the entire Korean people aspire to, the 30 million Korean people will continue to struggle against it as they have done in the past.
